Meanwhile, Ramallah is booming with record levels of construction which is producing unprecedented numbers of apartments, houses and office buildings. Land is becoming prohibitively expensive within the city limits, and there are plans to create new communities in Al Reehan and Al Rawabi neighborhoods, causing Birzeit to be jammed in the middle.
The people remaining in the town do not have control of the land, and the people in the diaspora do not have the time or the will to go back and resolve the ownership issues. Development of the land in Birzeit, therefore, is haphazard, and depends on the actions of the few individuals who own the land clear and who can either sell it or develop it. The rest of the land is sitting unused and unproductive, and the situation is deteriorating further with time.
The majority of the land is inherited by Birzeitis in the diaspora, creating an environment of confusion and chaotic development. In most cases, the owners are indifferent to the use of land, and in some instances an indifferent owner might sell their interest in the land, often times to someone outside of the family or to a developer. These cases can be thoroughly messy and complex because we are talking about multiple heirs with multiple, and sometimes conflicting, interests.
Heirs’ property is land owned by numerous family members who received it as an inheritance from ancestors who died without a will. Once the land is passed along in this manner the heirs hold the property together as tenants in common, wherein each owner holds an undivided interest with the right to use and possess the property. If land continues to pass in this manner through multiple generations it can result in dozens of family members having a small interest in this land.
